BACKGROUND
In October 2003 a Memorandum of Understanding (MOU) for cooperation in the regulation of spam was signed between Korea Internet and Security Agency(then called the Korea nformation Security Agency) and the Australian Communications and Media Authority (then called the Australian Communications Authority). Both parties realised early on that Spam was a global problem requiring global solutions and so it was decided to expand the MoU to include other organisations from the region. In April 2005 the MoU was expanded to include 12 organisations from 10 economies and in September 2007 another organisation joined to make 13 organisations. In May 2010 every member of the MoU reached an agreement to extend the expired date of the MoU until May 2013. There are 13 organisations from 10 countries in the Asia-pacific region.
Further membership applications are pending as anti-spam legislation is enacted in various countries in the region. Membership is open to all relevant Government and industry organisation/s of any country/region. All Signatories have equal status. GOALS OF THE MoU
Acting within the framework of their powers, interests and responsibilities, the Signatories will collaborate on countering spam by close co-operation to minimise spam originating, passing through and being sent in each member country/region. Members exchange information on:
* Policies and strategies for establishing and enforcing anti-spam regulatory frameworks;
* Technical and educational solutions to the spam problem;
* The effective use of regulation policies and in support of enforcement;
* Exchange intelligence, relating to the other countries/regions, gathered as a result of enforcement;
* The disclosure, provision or exchange of information or evidence in the possession of any Signatory which may assist another Signatory in countering spam or to detect and investigate a spam matter, subject to the relevant laws and regulations of each country/region;
* Industry collaboration

FRAMEWORK
Each member organisation appoints a designated representative as the contact point for the MoU.The MoU group meets from time to time, one face to face and limiteless communications via the web-site's forum. The MoU group has appointed a secretary from one of the member organisations (currently the Korea Internet and Security Agency). The Secretary's role is to:
* act as a contact point, information source and co-ordinate the process for new organisations wishing to join the MoU. The Secretary can be contacted on wkchung@kisa.or.kr.
* Co-ordinate meetings and disseminate information before and after meetings including the minutes of the meeting.
